1. Where Shrink Film Sits in Total Packaging Cost
From bottling to shelf delivery, packaging cost for beverage and water products breaks into four parts: bottle, carton, shrink film, and freight. Film unit price looks small, yet consumption in multipack and full-pallet applications is substantial. A case of twelve 550 ml bottles uses a custom collated sleeve sized to the bottle diameter and pallet footprint, so usage is directly tied to bottle geometry, height, diameter and pack count.
On substitution performance, replacing corrugated trays with collated shrink film as secondary packaging cuts secondary packaging weight by 60% to 75%. For logistics operators and beverage plants, that translates into lower case volume, higher palletizing efficiency and a reduced freight share. Savings from packaging film usually land on the transport side rather than on the purchase order.
On market structure, China's polyolefin shrink film market is projected to break 47.5 billion CNY in 2026, with growth holding around 11%. Food and beverage accounts for roughly 45% of demand, the largest application segment. E-commerce logistics drives the heavy-duty stretch wrap and anti-vibration sleeve subsegment, projected to reach 6.2 billion CNY in 2026. East China accounts for more than 38% of national output, with Shanghai, Jiangsu and Zhejiang as the main production bases.
2. Resin Is Rising. How Should Buyers Respond?
Across October 8 to 10, PE producers raised ex-works prices across most brands and regions. October SCI main market closing prices in CNY per tonne:
| Grade | North China | East China | South China |
|---|---|---|---|
| LLDPE film grade | 9,670 to 9,860 | 9,700 to 9,950 | 9,900 to 10,350 |
| LDPE film grade | 12,300 to 12,700 | 12,450 to 12,700 | 12,350 to 12,700 |
| HDPE film grade | 9,350 to 9,700 | 9,400 to 9,750 | 9,550 to 10,050 |
Prices are ex-works, cash against documents, VAT included. For film buyers the direct implication is straightforward: East China LDPE film grade now sits above 12,450 CNY per tonne, pushing the cost baseline for film-grade resin into a high band. East China LLDPE film grade averaged 9,350 CNY per tonne in September, up 10.98% month on month, and that increase passes straight down the chain into shrink film quotations.
Three recommendations for purchasing teams. First, compress the film quotation validity window to 7 to 15 days, or add a resin index linkage clause to long-term contracts, so a single locked price does not carry six months of volatility on one side. Second, hold 10 to 15 days of safety stock. With resin at a high level and supply about to loosen, overstocking carries more risk than short supply. Third, qualify a dual option covering both POF and PE. Different resin routes show low price correlation, which smooths out swings.
3. Multipack Sleeves: Specification Beats Price
Multipack is the single most common application for water and beverage plants. Three parameters decide the outcome here: shrink ratio, haze, and coefficient of friction.
Shrink ratio determines whether the sleeve conforms to the bottle contour. The more complex the bottle shape, whether irregular or square, the higher the ratio required. Uneven shrinkage produces wrinkles on the bottle or localized looseness. Regular cylindrical bottles allow a lower ratio. Confirm the bottle shape before setting the shrink ratio. Reversing that sequence leads to rework.
Haze determines shelf appearance. High-haze film turns white after shrinking, obscuring the contents and weakening retail presentation. Water and beverage plants are considerably more sensitive to shelf appearance than logistics customers. Film thickness and formulation both affect haze, so sample with the actual bottle rather than relying on a sample book.
Coefficient of friction determines performance on automated lines. As bottling and dairy lines have automated further, preference for high-speed, low-friction shrink film continues to strengthen upstream. Too much friction causes film to stick and crease in conveying and shrink tunnels, forcing the line to slow down, which lifts cycle time and labour cost. This is the parameter buyers most often overlook, and it has the largest effect on actual output.
Two further application details. Multipack sleeves are commonly printed, and the image distorts during shrinking, so registration accuracy and shrink ratio have to be tuned together. Food and beverage plants also need food-contact compliance, and film suppliers able to provide test reports clear supplier audits more easily.
4. Case Wrapping and Logistics: Balancing Strength and Cost
Case wrapping and palletized logistics demand something quite different from retail multipacks. Retail looks at appearance and presentation. Logistics looks at tear resistance, pallet stability and cost per case.
Current pricing shows a clear gap between stretch wrap and shrink film. Standard machine stretch wrap can fall as low as the 13 CNY per kg range, while food-grade custom shrink film starts above 14 CNY per kg, with imported film and high-end die lines costing more. The price gap reflects differences in stretch ratio, thickness uniformity and tear resistance. For logistics buyers, selecting on unit price alone means the hidden cost of film breakage and collapsed pallets in peak season far exceeds the material price gap.
Three practical ways to cut cost in logistics applications:
1. Raise the stretch ratio. At equal film weight, a higher stretch ratio allows a thinner gauge, cutting film weight per case directly. This requires the supplier to balance stretch ratio against strength in the formulation. Savings on a film that breaks often get wiped out by downtime.
2. Optimize pallet dimensions. When film width matches pallet size, yield per roll runs higher. The usual practice is to have the film mill cut widths to actual pallet dimensions rather than buying standard widths and slitting in-house. The trimmed edge is cost as well.
3. Down-gauge while holding strength. Industry data shows film down-gauge offsets 8% to 12% of total cost. This is pure margin, but it needs stability data behind it. Ask suppliers for the thickness deviation range between batches and keep variation inside an acceptable band.
5. Four Recommendations for Buyers
1. Bring real product to the sample run. Skip standard samples. Multipack sleeves must be tested on your own bottles to verify shrink ratio, haze and print distortion. Case film needs testing with the actual pallet and real case weight.
2. Put the coefficient of friction in the technical agreement. This is the binding constraint on line speed. Specifying a range is more useful than listing thickness and shrink ratio alone.
3. Build dual resin sources. Keep one qualified supplier each for PE and POF, and for LLDPE and LDPE. In a phase like October, where domestic and imported supply both rise and conditions loosen, having material available matters more than having the lowest price.
4. Track recycled content policy as a long-term option. The global recyclable shrink film market was valued at 2.79 billion USD in 2025 and is projected to reach 5.09 billion USD by 2034, a compound annual growth rate of 6.9%. Recycled LDPE resin carries a 15% to 25% premium over virgin material, and down-gauge processes offset 8% to 12% of that. For food and beverage plants, opening the conversation on PCR blending now is far less rushed than being pushed by regulation in 2029.
6. The Supply-Side Picture
Domestic PE supply is showing signs of turning in October. September national output is estimated at 2.7233 million tonnes, down 2.27% month on month. October has fewer scheduled maintenance outages and more operating days, so output should recover, and low-cost North American cargoes imported earlier are arriving now. Tight in the short term, loose over the long run. That is the current fundamental view.
For buyers the practical read is this. There is no need to stockpile heavily at the peak in Q4, but inventory should not be squeezed to the point of shortage either. Normal replenishment plus a modest safety stock is enough. At the same time, down-gauge and dual sourcing are worth more now than after resin prices retreat next year, because the savings accumulate across every batch of the year.
In packaging film, technical parameters and cost structure are both transparent. Buyers face only two real decisions: does the specification match your bottles and line, and does the buying rhythm match the resin cycle. Once those two are settled, supplier selection becomes straightforward.
